The paper analyses the legal framework of Ukraine regulating the production and circulation of cement, with a focus on environmental safety requirements, standardisation, certification and harmonisation with international norms. The paper identifies the main problems that exist in this area and suggests ways to solve them in order to improve product quality and ensure its safety for the environment and human health. The authors review in detail the current legislation, including the Law of Ukraine «On Environmental Protection», «On Public Procurement», «On Technical Regulations and Conformity Assessment», as well as a number of technical standards and EU regulations relating to the production and use of cement. The authors provide a systematic review of the existing legislation, analyse its effectiveness and relevance in the context of modern requirements and trends in the construction industry and environmental safety. Particular attention is paid to the analysis of Ukraine’s obligations to the European Union under the Association Agreement, which provides for the harmonisation of national legislation with European standards. The paper uses the methods of analysis of regulatory legal acts, comparative analysis, and documentary analysis to identify potential areas for improving the legal regulation of cement production and circulation in Ukraine. The paper also includes an analysis of the shortcomings of the existing regulatory system, in particular in terms of environmental safety and quality control, and offers specific recommendations for their elimination. The paper points to the need to strengthen the role of state control and supervision, develop institutional support for innovation and introduce modern technologies in cement production. The paper aims to contribute to the formation of an effective legal framework that will ensure sustainable production and use of cement in Ukraine, taking into account modern environmental safety requirements and international standards, which will contribute to the development of a safe, environmentally sustainable and competitive construction market. The paper contains conclusions and recommendations aimed at strengthening the legal and regulatory framework to ensure sustainable development of the industry, increase the competitiveness of domestic cement in the international market, and protect the environment and public health.
