Предметом дослідження є комплекс правових і квазі-правових інструментів, за допомогою яких ПАРЄ та пов’язані інституції (Венеційська комісія, ЄСПЛ, Комітет Міністрів) впливають на зміст і процедури законотворення в Україні. Встановлено, що вплив ПАРЄ реалізується через превентивні експертні висновки Венеційської комісії та зобов’язальні рішення ЄСПЛ. Ефективність знижують внутрішні чинники – інституційна нестабільність і недоброчесність. Україні необхідно забезпечити сталість реформ та добросовісну імплементацію рішень.
