The paper’s subject is legal support in the field of information e-resources of the unified information system of the Ministry of Internal Affairs, grouping its elements, as well as determining the levels of digital interaction between law enforcement agencies of Ukrainian cities under martial law. Regulatory and legal acts in the field of digitization of law enforcement agencies (using the example of the Ministry of Internal Affairs of Ukraine) have been systematized, establishing legal regimes for elements of the Unified Information System of the Ministry of Internal Affairs, the Information and Communication System “Information Portal of the National Police of Ukraine,” and individual information and communication systems. Systematized regulatory and legal acts in the field of information e-interaction of law enforcement agencies, in particular the Ministry of Internal Affairs of Ukraine, ministries, administrations, offices, departments, agencies, services, bureaus, funds with central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine. It is proposed to classify relations of information e-interaction as internal digital, organizational digital, and production digital. The areas of digitalization at the level of the National Police departments in the regions and their urban territorial divisions have been identified: transparency and the fight against corruption; response speed and analytics; resource optimization, e-document management; integration with international databases; accessibility for citizens; digital technologies in cooperation with the bar and other law enforcement agencies; hybrid threats in the process of digital transformation of law enforcement agencies; integration with comprehensive digitalization of the city. A list of key promising areas for the development of tools for the digitalization of law enforcement agencies in Ukrainian cities under martial law has been compiled: criminal e-proceedings; the “Autoexpert” system; use of AI; digitalization in the areas of humanitarian demining, interaction with business entities, financial investigations, services, and “paperless” police; robotization and unmanned systems, video surveillance systems; integration with e-Court and other registries; cyber security and ethics.
