Introduction. The paper explores administrative and legal mechanisms of mobile communication regulation in the countries of the European Union as a key instrument for ensuring an open, competitive, and technologically neutral environment in the field of electronic communications. Considering Ukraine's European integration course, the study and adaptation of EU legal approaches to mobile communication regulation is of particular relevance. The development of digital infrastructure and the protection of consumer rights are important elements of national security, economic stability, and integration into the single digital market. The purpose of the paper is to analyze the administrative and legal mechanisms of mobile communication regulation in the EU, to comprehend this experience, and to formulate a number of specific recommendations for optimizing administrative and legal regulation of relations in the field of mobile communication services provision in Ukraine. Results. The paper examines the features of mobile communication regulation in the EU, analyzes the current state of administrative and legal regulation of mobile communication in Ukraine, and conducts a comparative analysis of administrative and legal mechanisms of mobile communication regulation in the EU and Ukraine. Recommendations for optimizing administrative and legal regulation of relations in the field of mobile communication services provision in Ukraine are formulated. The main administrative and legal mechanisms of mobile communication regulation in the EU are defined: legal regulation of mobile communication, licensing, protection of consumer rights, competition regulation, radio frequency spectrum management, and institutional regulation. Special attention is paid to the gradual implementation of European standards of mobile communication regulation into the Ukrainian legal space. Conclusions. The conclusion is made about the expediency of in-depth adaptation of certain elements of the European administrative and legal regulation of mobile communication to the Ukrainian legal system. Specific directions for improvement are proposed: development of an independent regulator, implementation of transparent procedures for access to the radio frequency spectrum, improvement of service quality control, and enhancement of the efficiency of out-of-court consumer rights protection.
