The paper explores the possibilities of applying modern artificial intelligence (AI) technologies to identify and predict risks in the field of public procurement in Ukraine. It reveals the concept of a risk-oriented approach within the Prozorro electronic procurement system and identifies the main categories of risks, including financial, legal, operational, and reputational ones. The paper examines machine learning, natural language processing (NLP), and graph analysis tools used for automated procurement monitoring and their role in detecting early signs of collusion, price manipulation, discriminatory requirements, and hidden links between bidders. Special attention is paid to Ukrainian and international best practices. Using the examples of DOZORRO AI, AI Risk Detector (Ukraine), Contract Finder AI (UK), and AI4Gov Procurement (EU), the paper demonstrates the effectiveness of AI in preventing corruption risks, reducing the number of inefficient procurements, and increasing transparency in public spending. According to official statistics, updated Prozorro algorithms identified over 36,000 risky procurements in 2024–an increase of 42% compared to the previous year–and prevented more than UAH 1.6 billion in potential losses. The paper substantiates the need to integrate interagency data, increase AI model transparency, develop Explainable AI, apply hybrid algorithms, and expand cooperation with research institutions. It highlights that systems like Prozorro and DOZORRO AI are gradually evolving into intelligent platforms for proactive anti-corruption control, enhancing the efficiency of public financial management. It concludes that the implementation of AI in the public procurement sector is a key factor in strengthening integrity and economic security.
