Administrative and legal mechanisms for quality control of mobile communications services: domestic practice and needs for modernisation

Introduction. The paper examines the administrative and legal mechanisms for controlling the quality of mobile communications in Ukraine, analyses the current regulations, the activities of state regulatory authorities, and the impact of the introduction of new methods on the quality of communications. The author emphasises the need to modernise approaches to legal support for mobile communications in the current conditions of technological advancement and digitalisation of society. Particular attention is paid to legal expertise in enhancing compliance of mobile operators with the established standards and in protecting consumer rights. The purpose of the paper is to analyse and improve the administrative and legal mechanisms for controlling the quality of mobile communications in Ukraine, with a focus on aligning national standards with European requirements, ensuring compliance by mobile operators, and protecting consumer rights through legal expertise and modern monitoring methods. Results. The author considers that a clear definition of spatial and technical parameters ensures objective monitoring and quality control of services, and also creates prerequisites for improving the level of consumer service in the field of electronic communications. The activities of government agencies, together with the initiatives of the Ministry of Digital Transformation, are aimed at harmonising national standards with European requirements. It is emphasised that the issues of adapting certain regulations and the need to improve the quality of mobile communications remain relevant. Conclusion. With a view to further improving the administrative and legal mechanism, it is advisable to introduce innovative methods of supervision, stimulate the responsibility of mobile operators, and ensure public reporting of monitoring results.
