The paper carries out a comprehensive study of the theoretical and legal principles of administrative liability for offenses in the field of dimensional and weight control (DWC). The content and nature of administrative liability in this area as a component of the state's administrative tort policy are analyzed. The classification and specificity of subjects of administrative offenses in the field of DWC are disclosed, which include state, non-state and administrative-technical subjects (including WiM system operators). The general and special components of administrative offenses in the field of dimensional and weight control are characterized, attention is paid to the legal features of the qualification of such violations in legal relations between subjects of state control and carriers, as well as in situations where administrative-technical operators act as subjects of the offense. A comparative analysis of the components of administrative torts under the legislation of Ukraine and the countries of the European Union is carried out. The study of the judicial practice of Ukraine on proceedings in cases of administrative offenses in the field of GVK was carried out. The main trends were revealed, in particular in cases of holding carriers accountable, and the problematic aspects of appealing decisions of state regulatory bodies were analyzed. Attention was paid to the peculiarities of proving in the administrative process in the field of GVK: the requirements for the appropriateness, admissibility, reliability and sufficiency of evidence were considered, and the focus was on the risks of legal invalidity of data obtained from technical devices without verification. Preventive administrative and legal measures aimed at preventing the commission of offenses were studied, as well as organizational and legal mechanisms aimed at increasing the efficiency of state control in the field of transportation. The prospects for improving the system of administrative liability through digitalization, regulatory unification and delimitation of powers of law enforcement entities were substantiated.
