Статтю присвячено дослідженню інституту омбудсмена або уповноваженого, як спеціального суб’єкта правозахисної системи. Встановлено ключові історичні передумови зародження інституту омбудсмана та тенденції подальшого загального поширення даної структури. Визначено вичерпну дефініцію поняття «омбудсмен» та охарактеризовано найхарактерніші особливості та риси інституту, крізь призму національного та зарубіжного погляду. Зазначено деякі типи та форми інституту омбудсмена та встановлено комплект прав та повноважень відповідної посадової особи, залежно від країни світу. Крім того, у статті охарактеризовано вимоги до кандидатів на посаду омбудсмена.
