У ринковій економіці бюджетні трансферти отримують широке застосування як інструмент фінансового регулю-вання суспільного добробуту. Водночас наукові публікації з цієї тематики мають поодинокий характер, а теоретичний базис застосування соціальних бюджетних трансфертів повною мірою не розроблений. У статті розкриті дискусійні підходи до трактування сутності бюджетних соціальних трансфертів, вказано на їх іманентні ознаки та підходи до класифікації. Запропоновано розмежовувати бюджетні трансферти на зовнішні та внутрішні (міжбюджетні), різновидами яких є соціальні бюджетні трансферти. У складі соціальних бюджетних трансфертів запропоновано виокремлювати конкретні та блокові залежно від чіткості встановлених обмежень до їх цільового використання.
