Наукова стаття присвячена питанню становлення та розвитку виборчих систем в Україні, а також їх порівняння. З’ясовано, що в новітній історії України під час формування вищого законодавчого органу найчастіше застосовували змішану виборчу систему. Досліджено її негативні ознаки, зокрема, які стосувались реалізації волевиявлення виборців. Проаналізовано ключові положення Виборчого кодексу України, зокрема, які стосуються підготовки та проведення виборів до українського парламенту та здійснено їх порівняльний аналіз з ключовими положеннями змішаної виборчої системи. З’ясовано, що запроваджена Виборчим кодексом України пропорційна виборча система з «відкритими» списками кандидатів сприятиме реальному волевиявленню громадян на виборах.
