У статті розкрито взаємозв’язок між правовими та соціально-психологічними чинниками у питаннях формування безпечного середовища для життєдіяльності населення. Стверджено, що сприйняття безпеки людьми залежить від ефективності поліцейської діяльності, яка базується на дотриманні принципів демократичного суспільства. В реалізації функцій поліцейської діяльності відчуття безпеки формується під впливом усвідомлення наявності гарантій дотримання прав і свобод людини, гуманізму, необхідності та пропорційності застосування сили, розподілу та ефективного забезпечення виконання правоохоронних функцій, взаємодії з населенням, врахуванням традицій, соціального та економічного рівня розвитку суспільства.
