This paper examines the potential of creative industries (CIs) for socio-economic development and recovery in Ukraine. The study analyzes the sector’s pre-war and current state, identifies major challenges, and proposes adaptation strategies for the post-conflict reality. Research was conducted by analyzing official reports from government bodies like the Ministry of Culture, statistical data and analytical reports from Ukrainian and international NGOs. Prior to the full-scale invasion, CIs demonstrated significant growth. The sector’s contribution to Ukraine’s GDP was 4.04% in 2016-2017 and grew to 3.95% by early 2020. Employment in CIs also increased from 2.9% in 2014 to 3.6% in 2018. Notably, the export of creative services, particularly in IT, was a key driver, comprising 30% of all service exports before the war. However, the war has created significant obstacles. The paper identifies several key challenges that need to be addressed, including a severe human resources crisis, with approximately 20% of creative professionals having left Ukraine. Other issues are ineffective intellectual property protection due to fragmented legislation, the destruction of critical infrastructure, the lack of a systematic approach to collecting statistical data, and a disconnect between formal education and market needs. The paper proposes a comprehensive set of measures, outlined in a detailed table. These recommendations cover four key areas: legal harmonization, financial and infrastructure support, educational reform (including IP knowledge), and strengthening international cooperation. The findings suggest that despite the difficulties of wartime, CIs have a strong potential to be a key engine for Ukraine’s post-war recovery. Implementing the proposed systemic support measures is crucial to stabilize the sector and ensure its continued development.
