У статті звернено увагу на відсутність уніфікованого підходу до розуміння поняття «дефіциту демократії» в контексті функціонування ЄС як наддержавного утворення. Автором підкреслено, що таку неоднозначність спричинено, з одного боку, складністю та багатогранністю самої категорії «демократія», особливо в умовах її реалізації поза межами національних правових систем, а з іншого – варіативністю оцінок цього явища: від визнання його серйозною проблемою до повного заперечення його наявності. У зв’язку з цим визначення сутнісного змісту дефіциту демократії в межах ЄС набуває особливої актуальності, оскільки створення цілісної концепції подолання цього негативного явища є необхідною умовою для подальшого розвитку інтеграційних процесів у межах ЄС.
