Розглянуто інституціональний механізм формування правової системи банківських установ в Україні. Доведено, що в умовах воєнного стану особливо важливо знизити ризики і проблеми процесу інституалізації. Виявлено актуальні проблеми української банківської системи, зокрема необхідність систематизації регулювання в умовах спеціальних правових режимів. Виявлено, що в умовах широкомасштабного збройного вторгнення та запровадження воєнного стану в Україні забезпечення надійності та стабільності банківської системи України має першочергове значення.
Ключові слова : правове регулювання, економічний розвиток, банківські правовідносини, ризики і проблеми банківської діяльності, воєнний стан
