Соціальна реформа має бути поштовхом та орієнтиром руху в краще соціальне майбутнє, поступальним рухом вперед зі змінами в позитивному напрямку. Проте будь-які зміни в соціальній політиці є об’єктом безперервних дискусій, полеміки, критики і не влаштовуватимуть або суб’єктів надання, або користувачів соціальних благ. Автором здійснено теоретичне обґрунтування соціальної політики як комплексного поняття, що має охоплювати всі сфери суспільного життя: соціальну, економічну, політичну та духовну та інші необхідні складники для розвитку людського потенціалу, та сприяти суспільному прогресу.
