Розкриття означеної проблематики можливе тільки у комплексі: з позицій нормативно-правового забезпечення та соціально-економічної площини. Нині є чітка диференціація функціоналу та повноважень органів виконавчої влади та органів місцевого самоврядування. Органи виконавчої влади мають організаційно-коригуючі та контролюючі функції. Проте провідну роль у сфері енергоефективності, враховуючи процеси децентралізації, відіграють саме органи місцевого самоврядування.
