Development of creative economy under decentralization

The relevance of the chosen research direction is based on the fact that in the last two decades global economic development has acquired new features. The result was the advent of the era of innovation and creative economics in developed and most developing countries. In academia, the focus of attention of scientists and practitioners has been finding ways to create favorable conditions for stable socio-economic and cultural development of Ukraine and its regions, based on the maximum use of the achievements of scientific and socio-humanitarian progress of the country. The purpose of the study is to analyze the main directions and prospects of creative economy development in the conditions of decentralization of Ukraine. The article is a study of modern trends and prospects of creative economy development in the conditions of decentralization of Ukraine. Three positions in the interpretation of the concept of «creative economy» are considered. The five most important components of the creative industries sector have been identified and recognized as crucial for Ukraine’s Export Strategy. It has been determined that the process of decentralization and restructuring of the system of authority has a significant influence on the development of the creative economy in our country. The correct distribution of priority sectors and the provision of a mechanism for the implementation of state policy in territorial communities will enable the realization of the potential of creative industries on the basis of innovative activity. It is noted that in the conditions of decentralization, the most important is the development of a creative economy, which helps to eliminate most of the regional problems. The issues of realization of development of centers of innovative technologies and sectoral clusters in regions of Ukraine in 2018 are considered. According to the creative class index, four clusters which differ in the degree of implementation of the creative economy, which causes different conditions for the introduction of innovative methods of solving economic issues in different regions.
