The paper substantiates the theoretical and methodological foundations for the formation of a competitiveness management system for agricultural enterprises under conditions of intensified market competition and increasing volatility of the economic environment. Particular attention is paid to the sector-specific features of agricultural production, including seasonality, dependence on natural and climatic factors, high capital intensity, and resource constraints, which significantly affect the process of creating and maintaining competitive advantages. The paper is based on a systemic and institutional approach, which allows competitiveness management to be considered as an integrated multi-level system interacting with both the internal and external environment of agricultural enterprises. The institutional framework influencing managerial decision-making in the agricultural sector is analyzed, and the role of formal and informal institutions in shaping competitive behavior and reducing transaction costs is emphasized. The main stages of developing a competitiveness management system for agricultural enterprises are identified and logically structured, including the definition of strategic competitiveness goals, the design of a target organizational model, the allocation of managerial responsibilities, the formation of a resource base, pilot testing, and subsequent adjustment of structural and functional parameters. The structural and functional architecture of the proposed system is revealed through the integration of financial-economic, production-economic, innovation-technological, human capital, and marketing-market subsystems, supported by an institutional block and an information-analytical decision-making subsystem. It is argued that the implementation of a comprehensive competitiveness management system contributes to more efficient use of resource potential, optimization of business processes, strengthening of market positions, and the creation of sustainable competitive advantages. The proposed approach enhances the adaptability of agricultural enterprises to changes in the market environment and provides a foundation for their long-term stable development.
