The impact of war on the development of the educational services market in Ukraine

Education plays a crucial role in a country’s economic development and competitiveness. Since 2022, the war in Ukraine has significantly impacted the educational services market due to infrastructure destruction, mass migration, and funding reductions. The crisis has affected accessibility, changed educational demand, and reshaped international cooperation. Despite these challenges, Ukraine’s education system has shown resilience through digitalization, alternative learning formats, and global support. This paper analyzes the effects of war on Ukraine’s educational market, highlighting key challenges, adaptation mechanisms, and prospects. It examines the pre-war state of education, major changes in infrastructure, funding, and accessibility, as well as responses by the government and international organizations. The research also assesses potential recovery paths, particularly in digitalization and global integration. Before the war, Ukraine’s education sector was developing steadily. However, since 2014 and especially after 2022, school numbers declined from 20,300 in 2010 to 12,700 in 2023, while student enrollment dropped from 4.3 million to 3.9 million. Higher education also suffered, with student numbers decreasing from 2.13 million in 2010 to 1.15 million in 2024. More than 3,800 educational facilities were damaged or destroyed. The transition to online learning accelerated, but digital inequality and a shortage of teachers remain pressing issues. State education funding dropped from 16.9% of the budget before 2022 to 6.95% in 2023. Educational preferences have shifted toward security, IT, and telecommunications fields, while engineering and technical disciplines have declined. The war has fundamentally altered Ukraine’s education system, causing demographic shifts, infrastructure losses, and financial strain. However, digitalization, policy reforms, and international cooperation have facilitated adaptation. Post-war recovery must focus on rebuilding infrastructure, expanding vocational training, and attracting investment. Ensuring education accessibility for displaced populations remains a long-term priority.
