Public administration as a means of providing information policy of the state

The paper examines state management as a means of ensuring the information policy of the state. State information policy is the influence of the state on the development of the information sphere of society, telecommunications, information systems, mass media and activities related to registration, search, creation, processing, use, storage, expansion, display of transmission of all types of information. The main tasks of the state information policy are presented, such as the creation of a developed information environment, the modernization of information infrastructure, the development of information and telecommunication technologies, the effective formation and use of national information resources and ensuring free access to them, the development of independent mass media and the provision of socially important information to citizens, support of the international community in the information field and the establishment of Ukraine's information sovereignty. Public administration includes such functional groups as organization of the management system and process, definition and implementation of development policy and strategy, ensuring the development of scientific and technical potential, mobilization and use of resources, situational management of structures, management of infrastructure development, marketing, investment management, job development , staff training. The priority tasks of the state policy in the field of information and telecommunication infrastructure are to increase investment attractiveness, to create the foundations for the formation of a single information space within the framework of the state information policy. Trends in the development of mediation in Ukraine, as a form of implementation of state power as a whole, have been determined. It was concluded that the adoption of the Law "On Media" as changes in legislation with the introduction of procedures. It is recommended to implement the support of the main provisions in public opinion, to clarify its social orientation and justification. The development and legislative approval of unified general principles of information policy in the form of the Information Code of Ukraine is proposed.
