The paper provides an approach for assessing the consistency of the employment of elements of organizational and technological systems in innovative industrial production. The necessity of such assessment based on usage of the balanced indicators system appearing during the process of management organization of an innovative and active enterprise. The research which was conducted relatively to chains of connected elements gave possibility for evaluation the degree of the balance of such complex system and to identify the conditions under which it can be secured. During implementation of such approach for each subdivision the actual indicators are collected and relevant calculation of the normative values has been conducted basis collection of these indicators, which ensures the achievement of system goals based on rational operational management. The concepts proposed in this work and related to a separate element of the organizational and technological systems, providing the possibility of investigation of the balance issues of production systems, which are the summary of interacting elements with consideration that the input of one element of the organizational and technological systems is the output of some other element. Taking in mind the sequence of chains of connected elements of the organizational and technological systems, it is possible to assess the level of balance of such a complex system which can be interpreted as modern high-tech production and to identify the conditions under which it can be ensured. The process of solving such problem is established by sequential analysis of the balance of the elements of the chain being part of a specific organizational and technological systems. It is certainly possible to state that it is enough to identify the conditions for the coordinated employment of the chains of at least two elements of the organizational and technological systems. Conclusions for the free-span chain of a production system can be easily obtained by considering pairs of adjacent elements of the system, starting with the last two elements of the chain. In this work, an attempt was made to formalize the performance of such actions.
