The paper is devoted to the study of administrative and legal liability for violation of environmental requirements in the cement industry of Ukraine as a tool for ensuring environmental safety. The key environmental risks of cement production are revealed and their connection with the subject of administrative proceedings is shown. The analysis of the regulatory and legal framework that establishes the obligations of cement plant operators in the field of atmospheric air protection is carried out, water use and waste management, as well as modern regulatory transformations. The composition of the main administrative torts in the field of environmental protection is determined and the sanction mechanisms of the Code of Administrative Offenses are systematized (violation of permit conditions, waste management, land pollution, MRV rules on greenhouse gases). Special attention is paid to the competence of state environmental control bodies and typical problems of law enforcement (proving, recording of exceedances, compliance with regulations, preventive effect of fines). The cement industry is one of the most environmentally burdened industrial sectors due to systematic emissions of dust and gaseous pollutants, generation of significant amounts of waste, intensive use of natural resources and the energy component of production, which increases the risks of violating the requirements of environmental legislation and negative impacts on public health and the state of the environment. At the same time, the national system of responding to such violations largely relies on administrative and legal mechanisms (control powers, regulations, protocols, fines, temporary restrictions on activities), the effectiveness of which in the cement production sector remains debatable due to the fragmentation of regulation, problems of proving and enforcing regulations, as well as the limited preventive potential of sanctions. The issue is made more urgent by Ukraine's transition to a model of integrated prevention and control of industrial pollution and the implementation of approaches.
